Instant Pot Broccoli Cheese Soup

- 1/4 tsp black pepper
- 1/2 tsp paprika
- 1/2 tsp onion powder
- 1 cup half and half
- 1 1/2 cups medium cheddar cheese, shredded (about 6 oz.)
- 1/3 cup corn starch
- 1/3 cup warm water
